A party entitled to conclude an arrangement may not refuse the request of the other party to enter into negotiations: the purpose of concluding an agreement for employees not covered by the agreement; in order to change the arrangement justified by a significant change in the economic or financial situation of employers or deterioration of the financial situation of employees; if the request was submitted not earlier than days before the expiry of the period for which the arrangement was concluded or after the date of termination of the arrangement.
